According to the Senate's edict from July 2, 1843 the 10th okrug of railways was established in Kiev. The okrug controlled building and operation of highways, earth road and waterways in Bessarab, Volyn, Kiev and Podol districts (guberniyas). It was governed by General office of railways and public buildings. By the edict from February 22, 1861 the 10th okrug was in charge of Ekaterinoslav motorway and waterways of Dnepr and Desna, since 1879 it governed South coast, Sevastopol and Syracusa motorway. According to the Senate's edict from February 12, 1881 the 10th okrug was renamed as Kiev okrug of railways (KOR). By the edict (December 11, 1892) some waterways and railways of Vyshnevolotsky and Mohylevsky okrug were under control of KOR. Since 1915 KOR carried some military works by order of railway departments from the front line. In June 1916 for achievement of those goals in KOR was established the Office of roadwork director on South-West front line.
Kiev okrug (district) of railways went into liquidation in 1919.
